  3. If the applicant has no derogatory records, a BI Clearance Certificate shall be issued. Otherwise, the applicant must proceed to the Verification and Certification Unit for Clearance.
  4. Get the Order of Payment Slip and proceed to Cashier for payment.
  5. Pay the fees and get the Official Receipt.
  6. Submit the Official Receipt with the application form, attachments and passport to the receiving/assessment Officer.
  7. Claim the passport stamped with the requested extension of stay.

DMW Warns Public for Fake Job Offer from Maritime Firm

 Officer in Charge Hans Leo Cacdac lead the DMW team in shutting down fake maritime consultancy that offers fake jobs. The advisory was released by the Department of Migrant Workers on 07 September 2023.

An applicant named, Ernesto stated that he was promised by RTM a job as Chief Cook onboard a container vessel in Dubai with a monthly salary of US$900, or the equivalent of P51,300. In exchange, Ernesto was asked to pay a total of P105,000 at RTM’s office representing alleged “consultancy” fees for finding him the overseas job.

Dino, meanwhile, applied for the position of Engine Cadet with a promised salary of US$350, or approximately P20,000, per month. He was asked by RTM to cough up P140,000 as consultation fee for the job placement.

The Department of Migrant Workers (DMW) this morning closed down the offices of R. T. M. Maritime Consultancy Services Corp (RTM, for short) for alleged illegal recruitment activities and unauthorized collection of fees.

The closure operation was led by DMW Officer-in-Charge Undersecretary Hans Leo J. Cacdac along with Undersecretary Bernard P. Olalia, head of the DMW’s Licensing and Adjudication Services cluster, Assistant Secretary Francis de Guzman, and Atty. Geraldine Mendez, Chief of the department’s Migrant Workers Protection Bureau (MWPB).

With the assistance of personnel from the  Parañaque City police and Barangay Sto. Niño officials, Cacdac padlocked RTM’s offices located at the 2nd floor of the J & P Building along Ninoy Aquino Avenue in Santo Nino, Paranaque City.

“We cannot allow these unlicensed agencies posing as ‘consultancy firms’ to continue offering supposedly lucrative job postings to our overseas Filipino workers (OFWs) and goading them to pay excessive amounts of money. This is criminal and unconscionable,” Cacdac said.

The closure comes in the wake of email complaints sent separately by “Ernesto” and “Dindo” (not their real names) to the DMW earlier this year.

Both Ernesto and Dino applied for their alleged jobs in the first quarter of 2023. After waiting several months for their deployment, they decided to file their complaints with the DMW.

Beware Maritime Illegal Recruitment

The department conducted initial surveillance operations of RTM’s activities in March while a follow-up surveillance operation was undertaken in June to bolster the DMW’s case against RTM.

In summary, the DMW determined that RTM does not have a valid license  or accreditation from the department; it received and processed applications and referred these to its partner manning agency; and it collected “consultation” fees ranging from P105,000 to as much as P140,000 from their applicants who were promised fake jobs as seafarers in Dubai – this despite a no placement fee policy for seafarers.

Charges of illegal recruitment are being readied against the officers and personnel of RTM Maritime Consultancy Corp.

The DMW is also urging other victims of RTM Maritime Consultancy Corp to visit the Migrant Workers Protection Bureau (MWPB) so they may be assisted in filing their complaints and cases against the illegal recruitment agency. 𝐃𝐌𝐖 𝐰𝐚𝐫𝐧𝐬 the 𝐩𝐮𝐛𝐥𝐢𝐜 𝐯𝐬 𝐨𝐧𝐥𝐢𝐧𝐞 𝐥𝐨𝐯𝐞 𝐬𝐜𝐚𝐦𝐬 with the latest victim, an OFW from Switzerland. We should be cautious with online transactions, be it related to business or love. According to GMA News, some photos of local Filipino Celebrities and Influencers are being used by scammers.

The Department of Migrant Workers (DMW) issues a warning to the public to be cautious with their social media activities with the troubling rise of online romance swindling schemes specifically targeting overseas Filipino workers (OFWs).

The DMW issued the warning in the wake of the latest report of a Filipina OFW based in Switzerland who was victimized by her “rich foreigner boyfriend,” who extorted around CHF 40,000 (Swiss francs), or an estimated P2.5-million, from the victim’s hard-earned savings and personal loans.

“Kami po ay nakikiusap sa mga kababayan natin na huwag magpalinlang sa mga online romance o love scams. Huwag magpapadala sa matatamis na salita ng mga taong hindi ninyo nakita. Marami na po silang mga nabiktima mula sa iba’t-ibang bansa. Maging mapagmatyag po tayo at pahalagahan ang ating ipon na mula sa ating pawis at dugo,” said MWO Geneva in its report.

According to the report, the modus operandi of the scammer, pretending to be a ‘rich foreigner’ starts with earning the affection, trust, and ‘love’ of the victim. Once the victim’s confidence is gained, the scammer will ask for an amount of money with a promise of sending a bigger amount in return by courier. With claims of fake “customs-related issues” in getting his money to the unknowing victim, the ‘lover’ then convinces the OFW to send more money to ‘facilitate’ the alleged problem.

The DMW urges OFWs to be wary of these schemes. They should remain cautious and refrain from giving any amount of their hard-earned money and life savings to their supposed ‘online romantic partners.’

OFWs on-site who are victimized by the said modus operandi may seek proper assistance from the respective Migrant Workers Office and Philippine Embassy that has the jurisdiction over their jobsite.

I have received an e-mail from BDO Bank telling me that my password id about to expire. Firstly, I don't have a BDO account so how can I have a password?

The body of the email below says:

Dear Valued Costumer, Your Password is about to Expire. BDO Unibank Security will suspend your account in 2 days. After June 19, 2023, you won't be able to access the account or any of the content you added. To cancel the suspension of your account and retrieve any of the content or information you have added, go to BDO-Unibank and Update you're account. Thank you

But when I check the e-mail address of the sender that's when I confirmed it is a scam. 
The email address is "support@telositalia.it". 

Beware when you are opening an email from a Bank Instituotion that looks legit, the best thing you can do is to check the e-mail address of the sender.

My sister has a co-teacher who's husband work as an OFW and according to her, someone who pretends as an employee of the bank ask her for the OTP and the moment she gave the OTP, all the money from their bank account has gone.

We, the citizens should be vigilant and share this kind of modus to our family and friends when we are in doubt.

Save the electric bill for your bedroom. When we came back home from our office, we tend to spend most of the time in our bedroom after dinner time. Say, you enter your bedroom at 8:00 pm then you wake up at 6:00 pm. Then it means you stayed in your room for 10 hours. If you use the air conditioner for at least 8 hours then you have consumed P32.00. 

Below is the tip from Meralco on how to save on your electric bill when inside your bedroom.

Air conditioners can account for 40% to 50% of your total household consumption. Keeping them in check and with the right technology and practices can significantly cut your cooling costs.

Consider Inverter Technology. Inverter air conditioners are more efficient than conventional units. Inverter Technology’s optimum control of motor operation results in eliminating the consumption of excessive electricity. Based on Power Lab tests, realize savings of 25% to 64% on energy costs using inverters – for the same or even better comfort.

Choose the right one. With the right unit size, your air conditioner will operate properly for peak efficiency and require low maintenance. First, determine the floor area (in square meters) of your room. Cooling capacity is equal to the size of the room (m2) x 500 kJ/hr - m2. Substitute the computed floor area as the size of the room and then multiply this value by the constant 500kJ/hr - m2. The resulting value is the estimated cooling capacity of the air conditioner that you need to install. Be sure to look for a unit with matching cooling capacity as shown on the Energy Guide. If the matching cooling capacity is not available, choose the one with the next higher value. When buying a new air conditioner, look for the Energy Guide (yellow label) attached to the unit and check the Energy Efficiency Ratio (EER). As a general rule for units with the same cooling capacity, a higher EER means a more efficient unit and a lower operating cost.

Keep your air conditioner in a cool place. A unit operating in the shade uses 10 percent less electricity than when it’s in direct sunlight. Provide shade for your aircon but be sure not to block the airflow. Don't place lamps, television and other items, which can be a source of heat near your unit. The thermostat senses the heat given off by these items, causing your unit to run longer than necessary.

Set the thermostat at the highest most comfortable level. A comfortable room temperature setting is about 24 or 25 degrees Celsius. Setting your thermostat at a colder setting than normal when turning your unit on will not help cool your room any faster. Based on Meralco Power Lab tests on a 1.0 window-type aircon at mid (25°C) vs high (18°C) setting for 8hrs/night use, save P991 a month when you switch to mid setting.

Set fan speed appropriately. As a general rule, set the fan speed on high. On very humid days, set the fan speed on low for more comfort. This will cool your room better and will help remove moisture from the air because of slower air movement through the cooling equipment.

Regularly check and clean your air conditioner. Check the filter often by holding it up against the light - if you can't see through it, it's time to clean or replace the filter. A dirty filter blocks normal airflow and significantly reduces its efficiency. A 1.0 window-type aircon with a clean filter at mid setting for 8hrs/night use will cost P334 less per month to use than one with an unclean filter.


When you have a computer on your bedroom, turn down the brightness. Lowering the brightness of your computer monitor will save on energy. Set the brightness down to the lowest comfortable level or down to 50%.

According to Meralco, forget about screensavers. Screensavers do not save energy. Get 90% savings when you turn your computers to sleep mode rather than screensaver mode. But it is still best to turn off your computer instead of running screensavers to completely save on energy. It might not make sense to turn off your computer when going on a short break but it will definitely make sense for longer breaks.

Use a laptop if available. Most desktop computers consume around 70 to 200 watts while laptops would consume between 15 to 60 watts. That’s 70% to 80% difference and savings.


Switch to LEDs. Replace incandescent bulbs with LED lights (Light-Emitting Diodes). Although they cost more than incandescent bulbs and compact fluorescent lamps (CFLs), you save 87% on energy costs vs. incandescent bulbs and 50% vs. CFLs. LEDs also last 5 to 10 times longer.

Turn the lights off when not in use. Also, maximize the use of natural light whenever possible. It is the best source of light and will help you save on energy. Place reading tables near windows and put skylights in other working areas.

Choose the right kind of lighting. Use lamps that provide direct lighting over desks, beds, and other work areas. This saves you more energy compared to the higher wattage lighting needed to illuminate the whole room. Use low wattage light bulbs in areas that do not need strong lighting such as hallways, foyers and doorways.

Keep lights clean. Clean lighting fixtures regularly, as dirt will lessen illumination by as much as 50%. One can work more effectively under good lighting which lessens the hours of operation of lamps. In contrast, poor lighting will make someone work longer, increasing electrical consumption.
