How to Request a Birth Certificate from PSA Serbilis

Requesting a copy of Birth Certificate, CENOMAR and Marriage Certificate made faster with PSA Serbilis.

The PSA Serbilis website (www.psaserbilis.com.ph) is PSA's online facility for submitting requests for copy issuance of civil registry records (birth, marriage and death certificates) and issuance of certification of no marriage record (CENOMAR).

PSA Serbilis also provides clients with various modes for paying requests:Over-the-counter through any BDO Unibank, Inc. or UnionBank branch nationwide, Via BDO Online Banking, BDO ATM, and BDO Mobile app for BDO Unibank, Inc. account holders. Via UnionBank Online Banking, UnionBank ATM, and UnionBank Online app for UnionBank account holders.

PSA Serbilis is the web component of the Philippine Statistics Authority – Civil Registry System IT Project (CRS-ITP). The PSA SERBILIS-IT Project is the 12-year, multi-phase computerization project of the civil registry operations of the PSA in partnership with Unisys Philippines. It is a project involving the technology modernization of PSA that covers the conversion of more than a hundred million documents to digital format, streamlining of business processes and the establishment of the agency’s nationwide service capability. The CRS-ITP is under a Build-Operate-Transfer (BOT) scheme.

How much is the payment for PSA Services?

PAYMENT1. PSA Serbilis accepts requests for delivery within and outside the Philippines.• LOCAL REQUEST: delivery destination is within the Philippines; PHP 330.00 per copy for copy issuance of birth, marriage and death certificates, and PHP 430.00 per copy for Certificate of No Marriage Record (CENOMAR). The additional PHP 30.00 serves as the Documentary Stamp Tax (Sections 173 and 188 of the Tax Code, Revenue Memorandum Order 13-2008 and Revenue Regulations No. 4-2018) per copy issued.• FOREIGN REQUEST: delivery destination is outside the Philippines; USD 20.30 per copy for copy issuance and USD 25.30 per copy for CENOMAR.2. PSA Serbilis uses the credit/debit/prepaid card and e-wallet payment facility of PesoPay. Unisys Managed Services Corporation will appear in the credit/debit/prepaid card and e-wallet payment statement and in the official receipt(s).3. It is possible that the fee will be reflected in the requester's credit/debit/prepaid card payment statement of account before the document is received.

How to Request a Birth Certificate from PSA Serbilis



ORDER FULFILLMENT

1. Only paid requests shall be processed.
2. All certifications issued by PSA are considered rendered service. All requests submitted via PSA Serbilis and paid through the available payment channels will undergo processing under the Civil Registry System of PSA. Thus, these constitute rendered service, whether requests result to positive issuances or certifications (negative).
3. Returned mail delivery is also considered as rendered service. This includes wrong mailing address provided by requester, resident transferred to another address, and any other related circumstances.
4. For the issuance and release of Civil Registry documents:Only the following are authorized to receive birth/marriage/death/CENOMAR certificates:The owner himself or through a duly authorized representative;
His/her spouse, parent, direct descendants, guardian or institution legally-in-charge of him/her, if minor;
The court or proper public official whenever absolutely necessary in administrative, judicial or other proceedings to determine the identity of a person;
In case of the person’s death, the nearest of kin.

If you are the document owner and you are unable to receive the document, you may authorize a representative to do so on your behalf. Your authorized representative will have to present the following to the courier:.Your signed authorization letter/Special Power of Attorney (SPA), stating the facts of the requested documents, number of copies, and purpose.
Your valid ID (with photo and signature), including PhilID.
The valid ID (with photo and signature) of your authorized representative, including PhilID.

5. For delivery destinations within the Philippines:For delivery destinations within Metro Manila, processing and delivery of paid requests take around four (4) to six (6) working days after receipt of payment; additional 5 to 7 days for areas that are outside of courier's standard serviceable areas.For delivery destinations in other provinces, processing and delivery of paid requests take around six (6) to eight (8) working days after receipt of payment; additional 5 to 7 days for areas that are outside of courier's standard serviceable areas.6. For delivery addresses outside the Philippines, processing will immediately follow after payment, however, delivery will be dependent on the services of Philippine Postal Corporation (PHLPost). For special courier services through DHL Express, delivery charges shall be to the requester’s/document owner’s account and shall be billed separately and directly by DHL Express.
