Mayweather stripped of WBO belt he won by beating Pacquiao.
The five-weight king claimed the title in May but has failed to pay a sanctioning fee or decided at which weight class to continue as champion.
"The WBO World Championship Committee is allowed no other alternative but to cease to recognize Mr Floyd Mayweather Jr as the WBO welterweight champion of the world and vacate his title for failing to comply with our WBO regulations of world championship contests," said a statement by the World Boxing Organisation.
